Dongying Hebang Chemical Co., Ltd. obtained the approval document of Dongying Port Economic Development Zone Branch of Dongying City Ecological Environment Bureau on March 15, 2024 for the Environmental Impact Report Form of Accident Chlorine Treatment Safety Improvement Project. The approval number is: Donghuan Port Sub-construction Review [2024] No. 7003. The project is located to the west of Donggang Road, Dongying Port High-end Petrochemical and New Materials Industrial Park, to the north of Gangbei Road, and in the existing plant area of Dongying Hebang Chemical Co., Ltd., which is a technological transformation project. The main construction content is based on the existing 300000 tons/year ionic membrane caustic soda plant, the 11 supporting liquid chlorine storage tanks to build new liquid chlorine storage tank leakage accident chlorine absorption device, sodium hypochlorite storage and transportation and loading and unloading facilities, to achieve the independent operation of liquid chlorine storage tank leakage accident chlorine emergency treatment facilities. The project covers an area of 305m ² (including the area of sodium storage tank). The accident chlorine treatment device is arranged on two floors, mainly consisting of 1# chlorine absorption tower of liquid chlorine warehouse, 2# chlorine absorption tower of liquid chlorine warehouse, 1# circulation tank, 2# circulation tank, circulation pump, circulation cooler, fan, exhaust pipe, etc. Two intermediate buffer tanks shall be built on the north side outside the framework of the accident chlorine treatment facility. After the completion of this project, it is normally in emergency standby state, and the capacity of waste chlorine in case of accident is 6000nm/h.
According to the relevant provisions of the "Regulations on the Administration of Environmental Protection for the Completion of Construction Projects" (the People's Republic of China Order No. 682 of the State Council) and the "Announcement on Issuing the Interim Measures for the Acceptance of Environmental Protection for the Completion of Construction Projects" (National Environmental Regulations and Environmental Assessment [2017] No. 4), The completion date and commissioning date of the environmental protection facilities of the accident chlorine treatment safety upgrading project of Dongying Hebang Chemical Co., Ltd. are now publicized.
